Are Philips Hue Downlights Fire Rated, and Can You Fit Them in a London Flat?
Updated
Ask whether Hue downlights are fire rated and you will find confident answers with no source behind them. The honest position is narrower: Hue's UK pages for its recessed spotlights say nothing about fire rating either way. What decides the job is the ceiling, and whose home is on the other side of it.
In short
Hue's UK product pages for its recessed spotlights, Centura, Milliskin, Adore and Xamento, state no fire rating. In a flat, the ceiling below another flat is a compartment floor that Approved Document B expects to resist fire for 30 minutes or more, depending on the building's height, so as JACK's own rule a pro in London never cuts new downlight holes there and fits Hue GU10 bulbs into your existing fire-rated downlights instead. In the ground-floor ceiling of a typical two-storey house, under its own bedrooms, Hue spotlights can go in on the existing lighting circuit.

What does Hue say about fire rating?
Hue's UK store listed 17 recessed products on 1 November 2026, all from four families. Their pages give these details, and none mentions fire:
- Centura recessed spotlight: 70 mm cut-out, 100 mm recess depth, Class II, IP20, GU10 bulb included
- Milliskin recessed spotlight: 7.0 cm cut-out, 100 mm recess depth, Class II, IP20, GU10 bulb included
- Adore bathroom recessed downlight and Xamento recessed spotlight: IP44, Class II, GU10 bulb included, 70 mm cut-out
- None of the four pages gives a fire rating, or says whether loft insulation may cover the fitting
A silent page is not proof either way, so be wary of any claim that Hue downlights are, or are not, fire rated unless it quotes Signify. The question that matters is whether your ceiling needs a fire-rated fitting.
Why is a ceiling under another flat different?
Approved Document B, the fire safety guidance under the Building Regulations, treats it as part of the building's fire defences:
- Every floor between flats is a compartment floor (paragraph 7.1), which should form a complete barrier to fire (paragraph 7.5)
- Every opening for services through a fire-separating element should be fire-stopped so its fire resistance is not impaired (paragraph 9.1)
- Regulation 4(3) of the Building Regulations says building work must not leave a building less compliant than before, so a new hole cannot weaken the ceiling
- Many flat leases keep the structure between flats with the freeholder, or control alterations to it, so ceiling work can need written consent as well
The IET's 2005 guidance on recessed lights says the same of blocks of flats: their fire resistance has to be restored with fire hoods, boxing in or similar, and building control consulted.
JACK's rule: no new downlight holes under another flat
This rule is JACK's own, and it goes further than the Building Regulations spell out in words:
- No new downlight holes in a ceiling that has another flat above it
- No swapping an existing fire-rated downlight for a Hue recessed fitting whose page states no fire rating
- Instead, the pro fits Hue GU10 bulbs into your existing fire-rated downlights: no ceiling work, and you still get the app, scenes and colour
- Before you buy, the pro checks the bulb will fit: Hue gives its GU10 smart spotlight as 57.8 mm long and 50 mm across
Retailers note that longer smart GU10s do not fit every fire-rated downlight, which is why the length is checked against yours first.
In a two-storey house, Hue spotlights can go in the ground-floor ceiling
Houses are treated differently because the floor is not between two separate homes:
- The floor of the upper storey in a two-storey house, which is the ground-floor ceiling: Approved Document B asks for R 30 and EI 15, and the IET's 2005 guidance cites research finding that downlights in plasterboard ceilings on conventional joists had little significant effect on fire resistance up to 30 minutes
- Three-storey houses and loft conversions: floors need REI 30, and on the escape route JACK fits fire hoods tested for the fitting, as its own rule
- Houses of four storeys or more, and a garage ceiling with rooms above it: JACK uses fire-rated fittings or hoods only
- Under a loft, insulation is kept off any fitting not rated for contact, with a cap or hood leaving the heat somewhere to go, as the IET advises
New spotlights on an existing lighting circuit outside a bathroom are not notifiable under Part P; ask your pro for a Minor Electrical Installation Works Certificate. Centura and Milliskin both need 100 mm of space above the ceiling, so a shallow void or a concrete ceiling rules them out whatever the fire position.
What should you send for a Hue downlight job?
JACK works across London only. To price the job before you book, send:
- What is above the ceiling: another flat, a loft, a room in your own home or a garage
- A close photo of one existing downlight, and its make if a label shows when the bulb is out
- How many downlights there are, and which switches control them
- The Hue products you have chosen
Fire hoods and any other parts are agreed at cost before you book, and you buy the Hue lights yourself.
Book Hue downlight and spotlight fittingHow much fire resistance does your ceiling need?
Minimum periods from Approved Document B Volume 1 (2019 edition with amendments to 2026), Tables B1 and B2, set against what a JACK pro does in each case.
| Where the ceiling is | Minimum in Approved Document B | What a JACK pro does |
|---|---|---|
| Floor of the upper storey (the ground-floor ceiling) in a two-storey house, not over a garage or basement | R 30 and EI 15 | New Hue spotlights on the existing lighting circuit |
| Three-storey house, or a floor added by a loft conversion | REI 30 | Hue spotlights with fire hoods tested for the fitting on escape routes, as JACK's rule |
| House of four storeys or more | 60 minutes | Fire-rated fittings or hoods only |
| Flat in a block whose top floor is up to 5 m above ground | 30 minutes | No new holes; Hue GU10 bulbs in the existing fire-rated downlights, as JACK's rule |
| Flat in a block whose top floor is over 5 m and up to 18 m above ground | 60 minutes; blocks over 11 m also need sprinklers | The same: GU10 bulbs, no new holes |
| Flat in a block whose top floor is over 18 m above ground | 90 minutes, or 120 minutes above 30 m | The same: GU10 bulbs, no new holes |
| Flat in a house converted into flats, up to three storeys | REI 30 can be accepted where the escape routes meet the guidance | The same: the floor still separates two homes |
Periods for blocks of flats depend on the height of the top floor above ground. The tables in the current edition are marked 'Effective until 1 September 2029'.
How is Philips Hue installation priced in London?
A vetted pro prices your Hue job from the products and your photos, and the JACK app shows that fixed price before you book.
Whether the job touches your wiring matters more than how many lights there are. Fitting B22 or GU10 bulbs, setting up a Bridge and plugging in lamps, Play bars or a lightstrip is set-up work. Ceiling lights, Perifo track, wall switch modules and mains outdoor lights are electrical work on your existing circuits, priced for the isolating, connecting and testing each one needs.
Then the home itself: a heavy fitting that has to go into a joist, a high or sloping ceiling, a two-way landing that needs a module at both switches, old cable with no earth, or a long garden run for low-volt lights. On a high ceiling or a long fitting, your pro can ask another pro on JACK to help through the Pro2Pro feature. Several Hue jobs, and devices from other brands, go on one booking for one fixed price.
You buy the Hue products; JACK does not sell them. Accessories the job needs, such as a deeper back box, an in-use cover for an outdoor socket or aluminium channel for a strip, are agreed and added at cost before you book, and so is parking where it has to be paid for. Prefer to pay for time? As a guide, hourly hire is typically £45–£95 per hour for smart home work and £55–£110 per hour for electrical work, and a full-day handyman booking is a flat £350–£400 for up to 8 hours on site, which suits a whole-house Hue fit.
Frequently asked questions
Are Philips Hue downlights fire rated?
Hue's UK product pages for Centura, Milliskin, Adore and Xamento do not state a fire rating, and none says the fitting may be covered by insulation. Treat them as having no stated rating: where a ceiling must keep its fire resistance, a new hole needs a fire hood tested for the fitting, and under another flat JACK fits Hue GU10 bulbs into the existing fire-rated downlights instead.
Do LED downlights need to be fire rated?
It depends on the ceiling, not the bulb. Approved Document B gives every floor a fire-resistance period, from R 30 and EI 15 in a two-storey house to 60 minutes or more between flats in taller blocks. A downlight needs a rating, or a hood, where its hole would otherwise weaken that period.
Can I put Hue GU10 bulbs in fire-rated downlights?
Yes, if they fit. A bulb swap leaves the downlight and the ceiling as they were, which is why JACK uses it in flats. Hue lists its GU10 smart spotlight at 57.8 mm long, so the pro checks the depth of your downlight first.
Can I fit new downlights in my flat ceiling?
Not through JACK if there is another flat above. That ceiling is a compartment floor under Approved Document B, and as JACK's own rule its pros do not cut new holes in it. Your lease may also need the freeholder's consent for any ceiling work.
Do Hue spotlights need fire hoods in a loft conversion?
A floor added by a loft conversion needs REI 30. On the escape route, JACK's pros fit fire hoods tested for the fitting, which is JACK's own rule rather than a word-for-word requirement of the guidance.
